Taylor Caldwell wrote a novel about this called Captains and the Kings, in the 1970's.
Set in the Civil War era, a thinly veiled story about Joseph Kennedy who wanted to be accepted into the group of stateless men who sold arms to both sides, and whose loyalty was to money and power, not a nation. Reminds me of the secrecy of the "Vault", but these were real criminals. Cheney/Bush types for sure.
A good tale, and appropriate to our day.
